What does `palisadoes-bot` as assignee mean?

Does this mean;
1. It's already assigned to an internal developer who is already working.
2. It's ready to take on by contributors.

It the first is true, then which pre-existing issues are avl for contributors? With no assignees, even not `palisadoes-bot` ?
