Request for Issue Assignment (Account <18 Months)

Hi team, thanks for sharing the updated contributing guidelines. My GitHub account is currently ~11 months old, so I understand I may not qualify yet for issue assignment. However, I’ve already set up both talawa-api and talawa-admin locally using Docker and I’m actively learning the architecture.

I still want to contribute with real development work. Can you please confirm whether I’m allowed to submit PRs right now?
