Share Common Docusaurus Settings to Avoid Duplication

I’ve noticed that these repositories:

• talawa
• talawa-api
• talawa-admin
• talawa-plugin
• talawa-docs

all use Docusaurus and have similar docs page, but each repo keeps its own copy of docusaurus.config.js

Problem:
Because certain parts of the config (like the navbar, footer, and community links) are duplicated across all repos, any small update must be repeated manually in each one.

This recently showed up when the Slack link was changed to the Community Forum in talawa-docs, but the other repos still had the old link

By sharing the common part that are repeated everywhere
navbar footer and other
we can achieve consistency
